MCA Issues New Publication On IMO Amendment To Personal Safety And Social Responsibilities (PSSR) Training

The Maritime and Coastguard Agency has released a new information notice outlining the United Kingdom’s position on the International Maritime Organization’s 2026 amendment to the Personal Safety and Social Responsibilities (PSSR) training requirements. The update follows the adoption of IMO Resolution MSC.560(108), which introduces expanded learning outcomes focused on preventing violence and harassment on board ships.

From 1 January 2026, seafarers undertaking PSSR training for the first time will complete a revised course that incorporates new material addressing bullying, harassment, sexual harassment and sexual assault. The added content is designed to help seafarers understand unacceptable behaviours, recognise indicators of harm, and follow appropriate reporting and response procedures.

The MCA confirms that existing seafarers are not required to revalidate or re-take PSSR as part of this amendment. Certificates issued under MCA-approved training providers remain valid without expiry.

While no retrospective action is required, the MCA encourages companies to review their onboard policies and training programmes to ensure alignment with the updated expectations. The new IMO framework aims to strengthen safety culture by recognising that the social environment on board is integral to seafarer welfare and operational performance.

Therefore, the MCA’s position can be summarized as follows:

  1. Seafarers who completed PSSR training before 1 January 2026 do not need to retake the course.
  2. Existing PSSR certificates issued by MCA-approved providers remain valid indefinitely; no reissue is required.
  3. UK-issued CoCs and CoPs continue to serve as proof of PSSR, as per MIN 643.

Recommended Actions

  1. While no mandatory retraining is required for existing seafarers, the MCA strongly recommends companies provide training and guidance aligned with MSC.560(108) to promote safe and respectful working environments.
  2. Please note that some flag states or companies may adopt different approaches, which could require additional training for compliance.

Next Steps

  1. The MNTB Course Criteria for PSSR is under review and will be updated following the findings of the industry working group.
  2. Further guidance will be issued after the IMO HTW session in February to confirm any additional requirements.
